I've often thought that those who read Paul literally are like someone starting a job by reading the manager's correspondence file instead of the policy manual.

They might get some great insights, but the correspondence wasn't meant for that purpose. As you explain, Paul is writing situationally to address specific problems at specific times in specific places.
